R&S contexts require the ability to function at a high level within conditions of ambiguity, violence and chaos. Using past lessons as principles rather than fixed points on a checklist speeds implementation and guides efforts from a stronger and more flexible starting point. As governance reform is a core thrust within US intervention frameworks, this document argues for improving future operations through a paradigm shift away from top-down R&S interventions."

Recent operations that have borne this out include: Operation Atlantic Resolve (Eastern Europe), Operation Iraqi Freedom (OIF), Operation Enduring Freedom (OEF) (Afghanistan), Operation Enduring Freedom-Philippines (OEF-P), Operation Joint Endeavor (Bosnia-Herzegovina), the United Nations peacekeeping operation in Liberia (UNMIL), Operations Odyssey Dawn and Unified Protector (OOD/OUP) (Libya), and Operation United Assistance (OUA) (West Africa). This lesson report provides lessons from those operations – covering a range of issues, such as planning, execution, coordination, evaluation, tracking, and partnering."

Unlike peacekeeping operations, which rely on the consent and good will of the parties to a dispute, peace enforcement operations involve the show or use of military force in an armed conflict to separate combatants and create, maintain, or reinstate a cease-fire."
