Stabilization: A New Approach to Whole of Government Operational Planning and Execution

Stabilization: A New Approach to Whole of Government Operational Planning and Execution Professor William J Flavin PKSOI Paper by the US Army War College, Peacekeeping and Stability Operations Institute "The United States has a compelling national security interest to promote stability in select fragile and conflict-affected states. Such an operational environment is complex and requires a whole-of-U.S. Government response, coupled with non-governmental and international partners and supported by the affected nation to achieve their own national goals. Since 1947, the national security system has struggled to handle effectively the range and complexity of the existing global threats and opportunities."

Stability Operations in Kosovo 1999-2000: A Case Study Mr Jason Fritz Peacekeeping Institute Publication by the US Army War College, Peacekeeping and Stability Operations Institute "This case study examines the intervention and stability operations in Kosovo from March 24, 1999 through approximately 2 years thereafter. Set during the dissolution of the former Yugoslavia and preceded by ethnic carnage in Bosnia, Croatia, and elsewhere, the intervention, named Operation ALLIED FORCE, was executed in order to protect Kosovars of Albanian descent from the ethnic cleansing of the Serbian leaders of the remaining federation of Yugoslavia. The operation was also intended to exhibit the North Atlantic Treaty Organization’s (NATO) resolve in the face of rampant violence within Europe."

Supporting, Non-Standard Mission Role: U.S. Operations in Liberia, 2014–2015, that Enabled the U.S. and UN Response to the EVD Outbreak Ms. Alix J. Boucher Reports and Misc. Publications by the US Army War College, Peacekeeping and Stability Operations Institute "Operation UNITED ASSISTANCE (OUA), which deployed to Liberia between September 2014 and June 2015, provides an example of how a Joint Force can support a lead federal agency (LFA), in this case the U.S. Agency for International Development (USAID) and other interagency and international partners to end a raging epidemic of Ebola Virus Disease (EVD). This EVD outbreak began in late 2013, when Emile Ouamouno, a two year old from Meliandou, a village in Guinea, close to the border with Liberia and Sierra Leone, died of a hemorrhagic fever. Soon after, many of his relatives and their connections, who lived across the region, also became ill and died. In March 2014, a team from the Institut Pasteur in France confirmed that the hemorrhagic fever spreading through the region was EVD. By then, more than 2,400 people had died from the disease. By the time the epidemic ended, in Liberia alone, 15,227 cases of EVD had been confirmed through laboratory tests and 11,310 people had died."

Protection of Civilians Military Reference Guide, Second Edition Guide by the US Army War College, Peacekeeping and Stability Operations Institute "Protection of Civilians (PoC) must be considered and integrated during all military operations, including peace operations and operations during armed conflicts. Civilians are protected persons under international law, and parties to a conflict have a legal obligation to protect civilians from the conflict’s effects. Additionally, PoC is a major objective of many military operations and is frequently included in mandates for peace operations. "

Peace & Stability Journal, Volume 7, Issue 1 Mister Robert C Browne Peace and Stability Journal by the US Army War College, Peacekeeping and Stability Operations Institute "North Korea’s hereditary rulers have been on “death watch” for decades, with many pundits regularly predicting the demise of the “Kim Family Regime.” Recent collapse scenarios are based on two potentially inter-related events: first, the sudden death of Kim Jong-un, the 32-year-old Supreme Leader (so far in reasonably good health but without a male heir) and second, the emergence of alternative power centers either within the secretive Kim family clan itself or among key security organizations. In turn, these power elites ultimately clash and break up the brittle, centralized regime."
