Peace & Stability Journal, Volume 4, Issue 4 Mister Robert C Browne Peace and Stability Journal by the US Army War College, Peacekeeping and Stability Operations Institute "While the discourse of American military efforts in the 21st-century has been dominated by the nature of counterinsurgency operations and urban warfare, perhaps its most salient output has been a renewed understanding of the importance of ‘whole of government’ approaches to future Army operations. Leveraging the collective capabilities of all elements of national power towards the accomplishment of over-arching political objectives is, therefore, critical to the rapid cessation of hostilities and the subsequent winning of the peace..."

Changing the Game: Human Security as a Grand Strategy Lieutenant Colonel John C Anderson PKSOI Paper by the US Army War College, Peacekeeping and Stability Operations Institute, US Army War College Press "Dire forecasts of “game-changing” political, social and environmental upheaval over the next thirty years only add to the pessimism generated by constraining fiscal environments and tangible signs, the world over, of a rising China. These same pressures lend urgency to initiatives that seek greater organizational efficiency in the Department of Defense (DOD) and the Department of State (DOS)."

As the internship program grew, we realized that many of their projects were too good to be used only by us. We thought their ideas deserved a forum where others might also benefit from their observations. This anthology is not exhaustive. In fact, there were many more papers we would have liked to include but, alas, we had to make the cut somewhere. These papers were written between 2010 and 2012."

SOLLIMS Sampler - Overcoming "Challenges & Spoilers" with "Unity & Resolve" Mister David A Mosinski PKSOI SOLLIMS Sampler by the US Army War College, Peacekeeping and Stability Operations Institute "Overcoming “challenges and spoilers” within conflict-affected nations is a demanding endeavor. Stability operations in Iraq, Afghanistan, the Philippines, and multiple nations of Africa have shown that bringing lasting peace/stability to troubled nations – plagued by warlords, extremists, and paramilitaries – is never easy. These have proven to be highly complex operations requiring an extensive understanding of the environment, an extensive understanding of the “challenges and spoilers” within the environment, and an extensive understanding of their connections to 3rd party nations/states/actors."

Avoiding Praetorian Societies: Focusing U.S. Strategy on Political Development Lieutenant Colonel Bruce K Ferrell PKSOI Paper by the US Army War College, Peacekeeping and Stability Operations Institute, US Army War College Press "It is clear that fragile nation-states will continue to be a major contributor to instability in the international strategic environment. The United States, its allies and partners have attempted to mitigate the negative effects of fragile states through a variety of approaches, including military stability and reconstruction (S&R) operations such as those undertaken in Iraq and Afghanistan. America’s success rate at conducting S&R operations, however, is mixed. Despite immense efforts undertaken in Iraq and Afghanistan, the creation of politically stable states in both countries eludes the U.S., partner states, and international allies."

JP 3-29 Foreign Humanitarian Assistance Joint and Army Stability Operations Doctrine by the US Army War College, Peacekeeping and Stability Operations Institute, Department of the Navy "This publication has been prepared under the direction of the Chairman of the Joint Chiefs of Staff (CJCS). It sets forth joint doctrine to govern the activities and performance of the Armed Forces of the United States in joint operations and provides the doctrinal basis for interagency coordination and for US military involvement in multinational operations. It provides military guidance for the exercise of authority by combatant commanders and other joint force commanders (JFCs) and prescribes joint doctrine for operations, education, and training. It provides military guidance for use by the Armed Forces in preparing their appropriate plans. It is not the intent of this publication to restrict the authority of the JFC from organizing the force and executing the mission in a manner the JFC deems most appropriate to ensure unity of effort in the accomplishment of the overall objective."
