Defense environmental cooperation can support this essential component of our national strategy. In light of this, the Office of the Deputy Under Secretary of Defense (Environmental Security) asked the Center for Strategic Leadership, U.S. Army War College to address environmental degradation and scarcity and the role they play in the causes of conflict and instability in the post--Cold War world. "

As just one example, today the vast infrastructure of the U.S. Army’s Training and Doctrine Command exists primarily to ensure that no other land forces in the world will be more proficient at combined arms than are American forces."
