Specifically, stability operations, as part of the Army’s decisive action, lack the clarity of a definitive relationship within the mosaic of building partner capacity, security cooperation, irregular warfare, counterinsurgency, security assistance, security force assistance and foreign internal defense."

The workshop provided a forum for trainers, educators, planners and practitioners from the U.S., international governmental and military organizations, international non-governmental organizations, military and civilian peace and stability training centers and academic institutions to share current challenges and best practices toward improving civilian and military teaming efforts, promoting synergy, and reducing ad hoc efforts that address interrelated challenges."

    Peace & Stability Journal, Volume 1, Issue 3 Mister Robert C Browne Peace and Stability Journal by the US Army War College, Peacekeeping and Stability Operations Institute "On March 19, 2011, two days after United Nations Security Council Resolution 1973 (UNSCR 1973) passed, a coalition including the United States commenced attacks by cruise missiles and aircraft on Libyan military targets. The primary stated objective of the attacks was the Protection of Civilians (PoC), and throughout its text UNSCR 1973 emphasizes PoC while authorizing Member States “to take all necessary measures…to protect civilians and civilian populated areas under threat of attack…while excluding a foreign occupation force of any form on any part of Libyan territory….” A pre-existing debate intensified as to the objective(s) of these efforts; is the immediate protection of civilians sufficient, or is the ultimate removal of Muammar Qadhafi’s regime required?"

The workshop provided a forum for trainers and educators from within U.S. Government (USG) civilian and military agencies, academic institutions, and international and non-government organizations to discuss best practices in Stability Operations (SO) training and education (T&E), in order to develop future collaborative projects in management, delivery, and evaluation tools. The goal is to create synergistic effective training and education programs throughout the community while reducing redundancy along common task lines."
