This year’s workshop provided a forum for trainers, educators, planners and practitioners from U.S. and international governmental and non-governmental organizations, military organizations, military and civilian peace and stability training centers, and academic institutions to share current challenges and best practices toward improving civilian and military teaming efforts in the realm of peace and stability operations training and education."

The two panels addressed Whole of Government (WoG) progress in the Peace and Stability Operations environment with a focus on AFRICOM. To kick off the discussion, PKSOI presented their IRP findings, which were used as a template for comparison with some of the emerging challenges within the AFRICOM theater, while applying a WoG approach to fulfill national interests."

    Peace & Stability Journal, Volume 7, Issue 1 Mister Robert C Browne Peace and Stability Journal by the US Army War College, Peacekeeping and Stability Operations Institute "North Korea’s hereditary rulers have been on “death watch” for decades, with many pundits regularly predicting the demise of the “Kim Family Regime.” Recent collapse scenarios are based on two potentially inter-related events: first, the sudden death of Kim Jong-un, the 32-year-old Supreme Leader (so far in reasonably good health but without a male heir) and second, the emergence of alternative power centers either within the secretive Kim family clan itself or among key security organizations. In turn, these power elites ultimately clash and break up the brittle, centralized regime."

While these core goals are foundational for any FHA mission, the drivers of need in specific cases – whether chronic deprivation, sudden-onset natural disasters, complex emergencies or ongoing conflicts – may vary enormously, as will the range of actors who play key roles in these challenging missions – be they planners, logisticians, host nation officials, civilian relief organizations, UN field agencies, affected local communities or US congressional appropriators. In addition, the sheer complexity of the tools for performing key tasks poses enduring challenges for orchestrating FHA operations in an effective, efficient manner."

To address this challenge, Afghan leaders should consider creating an Afghan Army Reserve (AAR) that recruits mainly former ANA soldiers, Afghan Local Police (ALP) that supplement National Police personnel at the local level, and village-level militias that have traditionally responded to tribal elders."

These threats cause particular harm to countries which are emerging from conflict or are vulnerable due to a porous border and a lack of regulatory security structures. Good border management is vital to countering these threats, facilitating legal movements of people and goods, improving trade and commerce, and encouraging external investment."
