Peace & Stability Journal, Volume 6, Issue 3 Mister Robert C Browne Peace and Stability Journal by the US Army War College, Peacekeeping and Stability Operations Institute "Against the backdrop of the Taliban’s late September 2015 seizure of Kunduz as well as the emergence of Islamic State groups mainly in south and east Afghanistan, the jury is out on the long-term effectiveness of the Afghan National Defense and Security Force (ANDSF). To address this challenge, Afghan leaders should consider creating an Afghan Army Reserve (AAR) that recruits mainly former ANA soldiers, Afghan Local Police (ALP) that supplement National Police personnel at the local level, and village-level militias that have traditionally responded to tribal elders."

These threats cause particular harm to countries which are emerging from conflict or are vulnerable due to a porous border and a lack of regulatory security structures. Good border management is vital to countering these threats, facilitating legal movements of people and goods, improving trade and commerce, and encouraging external investment."

The new course will focus on developing the knowledge and skills necessary for mid-level practitioners in the U.S. Government (USG), the Non-Governmental Organization/International Organization (NGO/IO), and multi-national communities to work more effectively with each other and with host country actors."

Specifically, stability operations, as part of the Army’s decisive action, lack the clarity of a definitive relationship within the mosaic of building partner capacity, security cooperation, irregular warfare, counterinsurgency, security assistance, security force assistance and foreign internal defense."

Expectations also include the social freedoms of economic opportunity, employment, education, health care, intellectual freedom, justice, and social mobility. Cultural form may vary by state, but the parameters of a modern social contract are clear and you need to look no further than the Arab Spring to see it..."

Peace & Stability Journal, Volume 1, Issue 4 Mister Robert C Browne Peace and Stability Journal by the US Army War College, Peacekeeping and Stability Operations Institute "Since the end of the Cold War, individual states and the international community have been challenged by an increasing instability resulting from numerous causes: natural disasters, internal conflicts, transnational terrorism and crime, and chronic and seemingly overwhelming societal problems. While not new in human history, the globalized environment of the 21st century make these issues more complex and interrelated. Broad access to information and global mobility informs populations of issues, internationalizes relative social progress, and empowers non-state actors. Informed populations demand more of their governments at home and abroad. Members of the greater international community respond to the plight of troubled states and their populations in various ways."
