A report of a seminar of subject matter experts examining a USAWC nuclear weapon attack scenario portraying terrorists detonating a nuclear device in Monroe County Pennsylvania. Participants identified key entities with which responding military individuals and organizations would have to be prepared to interact, potential military consequence management missions, command and control arrangements, and issues/shortfalls.
